On March 22nd, the Wisconsin state Assembly introduced and passed Assembly Substitute Amendment 1 to Assembly Bill 1031 aimed at expanding background checks in the state of Wisconsin. This amendment would subject all firearm sales to the current handgun hotline check system while also requiring the Wisconsin Department of Justice to submit all records into the national instant criminal background check system (NICS).
While the NRA supports including as many records of prohibited individuals as possible in NICS to keep guns out of the hands of criminals and the mentally ill, we do not support additional state level checks that could delay a law-abiding citizen their Second Amendment right to keep and bear arms.
Additionally, ASA 1 to AB 1031 does not include a mechanism to fund the expansion of these state level checks to all firearms. This will lead to an increased workload on the current system, causing unreasonable delays on the lawful purchase of firearms by law-abiding citizens.
