Governor Brownback Signs NRA-Backed Permitless Carry Legislation Into Law
The National Rifle Association Institute for Legislative Action applauds Kansas Governor Sam Brownback signing into law Senate Bill 45, NRA-backed legislation that expands Kansas permitless open carry to included permitless concealed carry.  "On behalf of the NRA’s five-million members, we want to thank Governor Brownback and Senate Majority Leader Terry Bruce for their leadership on this critical issue," said Chris W. Cox, executive director of the NRA-ILA. "This new law is a common sense measure that allows law-abiding Kansans to exercise their fundamental right to self-protection in the manner that best suits their needs."

D.C. Gives Up Defending Total Ban on Carrying Firearms, Shifts to Defense of Near-Total Ban
On April 2, the United States Court of Appeals for the District of Columbia Circuit granted the D.C.’s motion to voluntarily dismiss an appeal of the ruling that held the District’s ban on carrying a firearm outside the home for self-defense was unconstitutional.  The District’s decision not to continue the appeal ends one of the last outright bans on carrying firearms in the United States.  While this marks the end of the District’s total ban, those wishing to lawfully carry firearms in D.C. still have a long way to go before all law-abiding individuals have a legal means of exercising their right to bear arms in the District.  Shortly after the ban was held unconstitutional last July, the D.C. council adopted a temporary law that makes it all but impossible to get a license to carry a concealed pistol.  A nearly identical version of that temporary law is still in effect, and a permanent version is under review by Congress and set to become law on May 30.

Warped View of Reality: Campus Carry Opponents Equate Self-Defense to Blaming Victims
On Tuesday, Media Matters' Timothy Johnson, who dabbled at the Brady Campaign and the Coalition to Stop Gun Violence when he was in college, attacked NRA News' Cam Edwards for his statements on women’s self-defense. Johnson took issue with Edwards’ observations that rape prevention programs and "intervention training" offer no guarantees and that women who are violently attacked on campus may have to depend upon themselves for protection.

Rule Change May Devastate International Travel for Hunters and Shooters
The Obama administration’s relentless assault on the Second Amendment continues as the State Department implements a new rule which catches American hunters and sport shooters in a web of bureaucratic red-tape when traveling outside the United States.  Coming close on the heels of the withdrawn BATFE ammo ban we reported on recently, an unmistakable pattern of abuse is beginning to emerge, suggesting Obama’s last two years could prove the most challenging period in history for America’s gun owners.

Second Amendment Enforcement Act of 2015 Introduced
Last week, U.S. Senator Marco Rubio (R-Fla.) and U.S. Representative Jim Jordan (R-Ohio) introduced “The Second Amendment Enforcement Act of 2015” in the U.S. Senate and House respectively.  These bills would restore the fundamental individual right for law-abiding D.C. residents to Keep and Bear Arms to defend themselves in accordance with the law.  This bill would also conform D.C. law to federal laws in regards to governing firearms commerce, while also allowing D.C. residents to purchase firearms from licensed dealers in VA and MD, without the current hassle of D.C.’s onerous firearm registration system.  The D.C. permitting system would also become streamlined, allowing for more law-abiding D.C. residents to legally obtain a permit and carry concealed firearms for self-defense.
