On Wednesday, April 22, LB 430, sponsored by State Senator Mark Christensen (44), advanced from Select File to Final Reading on a voice vote. While this bill has undergone considerable change, we believe that LB 430 remains a very strong bill and support it in its current form.
LB 430 would provide statewide preemption for all Right-to-Carry permit holders and prevent any city, county, or municipality from preventing lawful carry by permit holders anywhere not prohibited by state law.
An amendment was previously added to allow for churches to authorize Right-to-Carry permit holders to serve as security. This provision was part of the original bill, then struck out by the first committee amendment, and subsequently put back into the bill.
Another amendment previously offered and adopted, would remove the 180-day waiting period for non-resident military to be considered residents of the state. This change is also more consistent with residency requirements in other sections of the statute.
