As early as tomorrow, the New Hampshire House could vote on a bill (House Bill 398) that would reaffirm your private property rights in the Granite State.State law (R.S.A. 644:13) mandates that written permission be granted by the Chief of Police or governing body if one wishes to discharge a firearm within certain areas defined as the “compact part” of a town. Anti-gun bias and the threat of frivolous lawsuits makes such officials unwilling to provide the required permission. The “compact part” of a town, as defined in R.S.A. 644:13 II a-c, is very complex and precludes common firearm usage. Indoor shooting ranges are effectively outlawed with minor and very costly exceptions. No exemption is made for self-defense. The use of a firearm for self-defense could be charged under the current law unless occurring in a rural area. HB398 would repeal R.S.A. 644:13.
