House Bill 137, introduced by State Representative Lorraine Quarberg (R-28), the Castle Doctrine measure moving through the Wyoming House of Representatives that was stripped of it's key self-defense provisions in the House Judiciary Committee, was given a boost late Thursday evening when the full House voted to put back the “no-duty-to-retreat” language. On Friday morning, HB 137 passed its second reading, and it is now going to the General File for a final vote in the House on Monday, where it will likely pass.
This bill faces a hurdle in the Senate, where law enforcement and county prosecutors will be continuing to oppose it, particularly from the Natrona County (Casper) Attorney. The strong opponents of this bill could decide to not assign a committee for the bill to be heard, or send it to an “unfriendly” committee where it will likely be voted down.
