Yesterday, the Delaware General Assembly adjourned sine die from its 2026 legislative session. On the final day, lawmakers passed Senate Bill 300, the "FFL Killer" bill, sending it to Governor Meyer's desk. Urge Governor Meyer to VETO SB 300!
Below is a list of legislation NRA-ILA opposed alongside pro-Second Amendment lawmakers, grassroots activists, and our state affiliate, the Delaware State Sportsmen's Association, including one pro-hunting bill NRA-ILA supported that passed this session.
SB 300 (w/ HA 15 & 16) imposes a new state license on top of dealers' existing federal one, along with mandatory high-end video surveillance, biennial state training, detailed recordkeeping with biannual reports to State Police, and recurring inspections. The bill was amended to strip a provision creating a state firearm registry, but the licensing scheme designed to squeeze FFLs out of business remains, and it now awaits the Governor's signature.
HB 418 passed the Senate and is headed to the Governor's desk. The bill is a attempt to insulate Delaware's "ghost gun" ban from the ongoing federal challenge in Rigby v. Jennings by giving owners a way to comply. Owners must now serialize an existing unserialized frame, receiver, or firearm through an FFL, or destroy it, within six months.
HS 1 for HB 427 (w/ HA 1) passed the Senate and heads to the Governor. This bill allows 16- and 17-year-olds to hunt without direct adult supervision, a win for Delaware's hunting heritage.
