Today, the Delaware Senate passed the House amended version of Senate Bill 300, sending the “FFL Killer” bill to Governor Matt Meyer’s desk as the legislature adjourns for the 2026 session. SB 300 imposes costly and burdensome new requirements on gun stores that go far beyond federal ATF regulations, including a separate state license, high-end surveillance systems with video storage, strict security and storage rules, biennial training, detailed recordkeeping with biannual submissions to the Delaware State Police, and frequent inspections. SB300 was amended to prohibit a state level firearm registration scheme and removed the tiered licensing fees based on sales volume, but onerous licensing mandates that will cripple Delaware licensed dealers remain.
