Maryland: Attend Legislative Hearing on Monday in Annapolis on Proposed MSP Regulations to Implement SB 281

On Monday, September 23, the Maryland General Assembly Joint Committee on Administrative, Executive & Legislative Review (AELR) will hold a hearing to review emergency regulations proposed by the Maryland State Police (MSP) to implement the provisions of Senate Bill 281.

You are encouraged to attend and speak against any proposed regulations that will infringe upon your Right to Keep and Bear Arms.  Some of the misguided proposals include:

  • Regulated firearms that have been confiscated for illegal transfer or possession must be destroyed
  • $50 handgun qualification license application fee
  • Live fire training requirement to receive handgun qualification license
  • Social Security number is required to be listed on handgun qualification license application
For those who wish to testify, a sign-in sheet will be available at 11:00 a.m. in the Joint Hearing Room. If you wish to submit written testimony, 25 copies should be sent to the AELR Committee by the close of business today, or brought to Room 110 of the Department of Legislative Services building by 11:00 a.m. on September 23. Please keep in mind that testimony at this hearing will be strictly limited to the content of the regulations, not SB 281 itself.  Click here to view more details.

You are also invited to attend a gathering of Second Amendment supporters at 11:00 a.m. on Lawyers’ Mall in Annapolis before this public hearing. Pro-gun state legislators and activists will provide updates and information at this event on the continuing fight for your rights in Maryland.
