Yesterday, LB 512 was advanced from Select File to Final Reading, the last stage of floor consideration in the Nebraska Legislature. Before advancing LB 512, the Legislature added as an amendment LB 618 by a 29 to 0 vote, which would allow law enforcement officers and security personnel to carry firearms at schools and school events.
LB 512 would now do the following:
· require the state to provide mental health information to the National Instant Criminal Background Check System (NICS) database and provide a relief-from-disabilities process;
· allow an individual who has been barred from exercising their Second Amendment rights due to a past mental health reason to have their firearm rights restored;
· waive the residency requirement as long as the new resident currently holds a concealed carry permit from their previous state and it is recognized by Nebraska; and
· allow law enforcement officers and security personnel to carry firearms at schools and school events.
