Under Pennsylvania's Uniform Firearms Act, a county sheriff must collect $25 to issue a license to carry a firearm. That includes a number of small fees that are distributed to various state agencies and a $5 modernization fee to provide grants to sheriffs to implement a modern system of issuing licenses.
