New Jersey's one handgun per month proposal was designed to keep guns out of the hands of criminals. But if the bill takes effect later this year or in early 2010, it could have the unintended consequence of severely cutting down on the supply of legal handguns to licensed retailers, potentially driving them out of business, according to a prominent Second Amendment attorney.
