The House Resources Committee passed legislation July 21 to make it tougher for the federal government to protect threatened wildlife by designating land as "critical habitat"--off-limits to development. A separate measure passed that would demand that the U. S. Fish and Wildlife Service use peer-reviewed science and field data when deciding whether to list species as threatened or endangered.
