A bill to allow Kansans to carry concealed handguns won final legislative approval Thursday, but the measure faces an almost certain veto by Gov. Kathleen Sebelius. “This has been a long, hard fight, and it`s not over yet,” Rep. Candy Ruff, one of the bill`s prime supporters, said shortly before the final House vote. “It`s a bill we can be very proud of.”
