Almost 138 years after a Union soldier stole it from the state Capitol at the end of the Civil War, North Carolina`s original copy of the U.S. Bill of Rights was recovered Tuesday. A collector`s broker in Philadelphia gave the handwritten document, faded but in fairly good condition, to undercover federal agents after a phony $5 million bank transfer.
