Your attendance at this year's NRA-ILA Grassroots Workshop in Charlotte is a critical step toward ensuring the future of our gun rights.  This Workshop has been a staple of NRA's Annual Meetings, and is one of the most popular events of the week, attended by hundreds of freedom-loving NRA members.

What's "Collapsing" Here? AR-15 Ownership or VPC?  The BATFE recently released U.S. firearm manufacturer production data showing that during 2008, AR-15s accounted for eight percent of all firearms and 22 percent of all rifles made in the U.S. and not exported. The number of AR-15s in 2008 -- over 337,000 -- is staggering, but may have been topped in 2009. And, at the current rate of production, the total number of AR-15s in the U.S. will exceed 2.5 million some time this year, and that doesn't even count production before 1986, the figures for which are not available. 

Outrage Of The Week:  This week's "Outrage" comes to us from New Jersey, where firearms dealer, pistol instructor, and proud NRA member Matt Carmel's application to sponsor a youth baseball team was summarily rejected by the local baseball league. 

Your Help Is Needed In Support of BATFE Reform Bills S. 941 And H.R. 2296:
As we've been reporting for months, Senator Mike Crapo (R-Idaho) and Senate Judiciary Committee Chairman Patrick Leahy (D-Vt.) have introduced S. 941, the "Bureau of Alcohol, Tobacco, Firearms and Explosives Reform and Firearms Modernization Act" in the U.S. Senate.  Representatives Steve King (R-Iowa) and Zack Space (D-Ohio) have introduced a companion bill—H.R. 2296—in the U.S. House.  The bills would roll back unnecessary restrictions, correct errors, and codify longstanding congressional policies in the firearms arena.  These bipartisan bills are a vital step to modernize and improve BATFE operations.

Second Amendment March On Washington Scheduled For April:  There will be a Second Amendment March in Washington, D.C., on April 19, 2010, from 10:00 a.m. to 4:00 p.m.  Attendees will gather on the northeast corner of the Washington Monument grounds at 10:00 a.m., and the entire event will take place there (due to logistics, the event will be more of a "rally" than an actual march).

ALABAMA:  "No-Net-Loss" Bill Heads to Governor's Desk!  On Tuesday, March 9, the Alabama Senate passed House Bill 330, which heads to the desk of Governor Bob Riley (R) for his consideration.  HB330 would require that the state maintain at least the same level of available public hunting land that currently exists.  It would require that additional lands be opened to hunting if land that is currently open to hunting is closed.  Please contact Governor Riley TODAY and respectfully urge him to sign HB330. Two Pro-Gun Bills Pending Consideration  House Bill 2, legislation that would repeal the section of the Alabama statute that prohibits the possession, sale, receipt, or use of short barreled rifles and shotguns, and Senate Bill 360, a bill that would
permit a law-abiding individual to store firearms in a locked motor vehicle while parked on a publicly accessible parking lot controlled by an employer or a business that he or she frequents, are currently awaiting action in Montgomery.  To learn more about these bills and how to take action in support of them, please click here.

CALIFORNIA:
  Anti-Gun Ordinance to be Considered in Emeryville!  On Tuesday, March 16, the Emeryville City Council will consider a proposed ordinance that would severely restrict the sale of firearms and ammunition within city limits.  Under the proposal, firearm and ammunition retailers would be forced to deal with mountains of red-tape and obtain licenses from the Chief of Police in order to operate.  Moreover, a 45-day moratorium would be put in place that will prevent any firearm or ammunition retailers from going into business until April 16, 2010.  The ordinance will be considered at 7:05 p.m., at the Emeryville City Hall, located at 1333 Park Avenue, in Emeryville.  Please attend and, if possible, voice your opposition to this anti-gun measure.  If you are unable to attend, please contact the members of the Emeryville City Council TODAY at (510) 596-4376 and let them know you oppose this proposal.  E-mail addresses for the council members can be found here.

COLORADO:  Self-Defense Reform Bill to be Heard on Monday, March 15  An important pro-gun bill (House Bill 1094) will be heard by the House Judiciary Committee on Monday, March 15, at 1:30 p.m.  If passed, HB1094 would permit all employees to defend themselves by any means of force, including deadly force, if they have reasonable belief that an intruder has committed, or intends to commit a crime, during unlawful entry.  The exclusion of businesses in the current self-defense law has been a noticeable omission, which this bill would rectify.  Please contact members of the House Judiciary Committee TODAY and respectfully urge them to support HB1094.  Contact information for the committee can be found here.

Massive Colorado Wilderness Proposal Threatens Hunter Access and Wildlife Habitat
H.R. 4289, sponsored by Representative Diane DeGette (D-01), would designate 850,000 acres of additional land in Colorado as Wilderness Area.  In light of the fact that all mechanized means of transportation, including bicycles and game carts, are prohibited in Wilderness, this would dramatically curtail hunter access to these vast areas.  In addition, Wilderness designation ends virtually all active wildlife and habitat management methods employed by state and federal biologists on all other lands.  This could not come at a worse time for Colorado with the forest devastation being caused by the pine beetle.  Wildlife officials must retain all means necessary to combat invasive species and actively manage for wildlife and forest health.

In a House Subcommittee on National Parks, Forests and Public Lands meeting this week, H.R. 4289 received a hearing where many concerns were expressed to subcommittee members.  Sportsman-advocate, Congressman John Salazar (D-3), registered opposition during his testimony by saying, "I cannot support simply imposing Wilderness on my constituents… I believe it must be negotiated and worked out with all the various stakeholders to reach a consensus."  It is essential that Coloradans thank Congressman Salazar for taking a stand on this critical issue.  Echoing some of the Congressman's concerns, representatives of the Bureau of Land Management and U.S. Forest Service testified that much more study is necessary prior to the passage of H.R. 4289. 

There are already 110 million acres of Wilderness in the United States.  These are areas often accessible only to the most able-bodied or those who have the time and resources to dedicate to lengthy pack trips.  Diminishing access to hunting lands is one of the primary reasons cited for decreasing hunter recruitment and retention rates.  The NRA will continue to defend existing access to public hunting lands throughout America.  You must play a role in this ongoing effort by contacting your congressman today and registering your opposition to H.R. 4289. CONNECTICUT:  Two Important Bills Pending Action  Two bills of importance to Connecticut's sportsmen are currently pending consideration in Hartfort.  SB207 is designed to reduce the recent fee increases associated with hunting and fishing licenses.  While in concept, the NRA supports this bill, there are several aspects of the bill that the NRA cannot support.  SB274 would prohibit the "unreasonable" confinement and tethering of dogs.  This legislation could affect those who own dogs bred or trained for hunting by limiting their ability to kennel, transport, and house dogs bred for the purpose of hunting.  NRA strongly opposes this measure.  To learn more about these bills and how to take action, please click here.

Good News for Connecticut's Gun Owners!  The Department of Public Safety has agreed to remove the entire section of House Bill 5158 that would among other things, outlaw the private transfer of long guns and require gun owners to register their rifles and shotguns with state and local law enforcement.  The bill was voted out of committee with all NRA-opposed language removed.  Please contact members of the committee and thank them for taking your concerns into consideration.  The phone number to contact the Public Safety and Security Committee is (860) 240-0570.  Individual contact information for the members of the Environment Committee can be found by clicking here

FLORIDA:  ** URGENT ROUND 8 **Help Needed To Stop Gun Registration Bill  Senate Bill 530 has been scheduled to be heard on the Senate floor Tuesday, March 16.  SB-530 is a bill to STOP Florida adoption agencies from forcing potential adoptive parents to register their firearms with the agency as a condition of adoption.  Further, it will stop agencies from forcing these parents to follow gun control regulations regarding storage of firearms and ammunition created by the agency.  This outrageous behavior has been going on too long and it is time to stop it once and for all.  To learn more about this bill and how you can take action in opposition, please click here.

IDAHO:  Hunter Privacy Bill Passes Idaho State House  On Thursday, March 4, the Idaho State House successfully passed House Bill 531aa.  HB531aa now moves to the Senate where it awaits committee assignment.  This important legislation would amend Idaho's existing law to limit public access to Fish and Game records of issued tags.  HB 531aa would also prohibit future harassment, intimidation and threats relating to the lawful taking and control of fish and wildlife. As the law currently stands, any person or organization can contact Fish and Game and request the names of all people who have been issued tags and what type of hunting tag they have been issued.  During the 2009 hunting season, the names of everyone who had a wolf tag were printed in a local paper and subsequently broadcasted nationally.  Although these hunters followed the law and direction by Idaho's wildlife experts, they were incessantly harassed by anti-hunting groups and radical animal "rights" extremists.   It is the intention of Representative Boyle (R-9) to prevent such future harassment, and the NRA supports her effort to protect hunters' rights to privacy and protection.  Please contact your State Senator today and respectfully urge him or her to support this HB531aa.  Contact information for your Senator can be found here.

INDIANA:  Governor Daniels Under Business Pressure to VETO Emergency Powers/Workplace Protection!  As we have previously reported, House Bill 1065 is currently pending consideration by Governor Mitch Daniels (R). Despite passing the Indiana House and Senate with broad bi-partisan support, the Indiana Chamber of Commerce and the Indiana Manufacturer's Association are shamefully urging Governor Daniels to veto this important pro-gun bill.  HB1065 would prevent state or local government authorities from confiscating lawfully-owned firearms during declared states of emergency, such as occurred in New Orleans following Hurricane Katrina.  Moreover, this bill would also prohibit employers from firing employees who safely and lawfully store a firearm in their privately-owned, locked vehicle while on an employer's publicly- accessible parking lot.  Indiana has more than 250,000 Right-to-Carry permit holders, many of whom carry their firearm during their commute to and from work. This legislation would prohibit anti-gun businesses from punishing law-abiding gun-owners for safely storing their firearm in their vehicle if they carry a firearm for self-defense during their daily commute, or if they have a firearm in the vehicle to target shoot or go hunting before or after work.  Please contact Governor Daniels TODAY and respectfully ask him to protect our Second Amendment rights in Indiana by signing HB 1065.  Please contact Governor Mitch Daniels by e-mail by clicking HERE or by phone at 317-232-4567.

KANSAS:  Management Plan Underway for Quivira National Wildlife Refuge  The Fish and Wildlife Service has announced its intent to prepare a plan to guide management of the Quivira National Wildlife Refuge for the next 15 years.  The Refuge was established in 1955 to provide wintering and migration stopover habitat for migratory birds.  The 7,000-acre refuge is located in Stafford, Rice, and Reno Counties and provides a variety of recreational opportunities, including hunting.  Public comments can be submitted until March 26th and emailed to [email protected].  For further information please call 303-236-4378.  The Service is seeking information and suggestions on the scope of issues to consider in developing the plan.  It is important that hunters let the Service know what changes should be made to the current hunting programs.
   
MAINE:  Committee Reconsiders Park Carry Prohibition  On February 26, the Joint Standing Committee on Criminal Justice voted 7-5 to reconsider LD1737 with an amendment that would allow permit holders and law enforcement officials to carry concealed firearms in Acadia National Park. This amended version is a critical step forward in assuring the right of self-defense for law-abiding gun owners.  A recent federal law allows the carrying of firearms in National Parks.  Without this important change, LD1737 would nullify federal law within Acadia National Park, by eliminating the right to self-defense of lawful gun-owners who visit the park.  The original version also defies Maine's Constitution, which states, "Every citizen has a right to keep and bear arms and this right shall never be questioned."  Please contact your State Representative and State Senator TODAY and respectfully urge them to oppose any changes to LD1737, which would create "victim zones" in Maine.  Remember to tell them that crime does not stop at the park gate and the right to defend yourself and family shouldn't either!  Contact information can be found by clicking here.

MINNESOTA:"Gun Show" bill Halted in Subcommittee, Pet Protective Order Bill Passes  On Wednesday, March 10, House File 2960 was defeated in the Crime Victims/Criminal Records Sub-Committee by a vote of 5-3.  Anti-gun State Representative Michael Paymar (DFL-64B) will undoubtedly continue to seek additional ways to push his "Anti-gun Show" legislation, despite strong opposition from his colleagues and firearm supporters across Minnesota. Please let Representative Paymar know that, as a resident of Minnesota and an NRA member, you are against his unfounded attacks on gun shows.  Contact information can be found here.  The "Pet Protective Order Bill", House File 1396, cleared the sub-committee on a voice vote.  Conviction of violating a protective order, based on "unjustified interference" with any pet – even a gerbil, fish or lizard, would result in an automatic three-year ban on handgun possession.  Please contact the committee members listed here and thank them for opposing HF2960. 

MONTANA:  Dangerous Ballot Initiative, I-160, Threatens Wildlife Management and Montana's Hunting Future!  I-160 proposes to eliminate trapping on public land in Montana, which would devastate the scientific wildlife management strategies implemented by State wildlife biologists and detrimentally impact hunting.  Without trapping, used to control predator populations, an unacceptably high toll will be taken on the game species we hunt, such as waterfowl, upland birds, deer, and antelope.  Make no mistake, the radical animal "rights" activists who want to ban trapping today will seek to ban hunting tomorrow.  All sportsmen must stand in opposition to this extremist agenda.  To learn more about I-160 and threat that it poses, please click here.

NEBRASKA:  Permit-to-Purchase Reform Bill Strengthens as it Moves Through the Legislature!  On Monday, March 1, NRA-supported LB 817 successfully advanced from General File to Select File.  This bill would allow for a Nebraska concealed carry permit to also be used as an individual's permit to purchase card.  During the first round of debate, known as General File, two amendments were added to the bill. NEW MEXICO:  Restaurant Carry Signed by Governor!  This week, Governor Bill Richardson (D) signed Senate Bill 40, NRA-backed legislation which allows concealed handgun licensees to protect themselves in restaurants licensed to serve beer and wine.  The new law will go into effect on July 1.  The governor simultaneously issued a "message" along with the signed bill directing the Department of Public Safety to revise regulations regarding the consumption of alcohol while carrying to clear up any perceived ambiguity in the law.  NRA-ILA will monitor this process, which will include opportunity for public comment by both supporters and opponents of the new law.

OKLAHOMA:  Hunting Included in Management Plan for Tishomingo National Wildlife Refuge  The U.S. Fish and Wildlife Service released a draft plan with several options for managing the Tishomingo Wildlife Refuge for the next 15 years.  Tishomingo is located in south central Oklahoma and consists of more than 16,000 acres.  It was established over 70 years ago to preserve nesting grounds for migratory waterfowl.  The draft plan describes three management alternatives, all of which include some level of hunting.  Comments on the draft are due Tuesday, March 23, and can be emailed to [email protected].  Include "Tishomingo NWR Draft CCP and EA" in the subject line.  Comments can also be faxed to Mr. Lujan at 505-248-6874.  The plan can be viewed at http://www.fws.gov/southwest/refuges/Plan/planindex.html.  For further information please call 505-248-7458.  It will be extremely helpful in the planning process if hunters familiar with the refuge can comment on which of the alternatives best reflect the needs and desires of those who hunt on this refuge.

OREGON & WASHINGTON:  Management Plan Includes Hunting on the Julia Butler Hansen Refuge  The Fish and Wildlife Service has released a plan to guide management actions for the next 15 years on the Julia Butler Hansen Refuge, a 6,000 acre refuge along the Columbia River in southwestern Washington and northwestern Oregon.  The refuge was established to protect habitat for the endangered Columbian white-tailed deer.  The preferred management approach calls for opening Crims and Price Islands to waterfowl hunting.  One other option would open those islands to waterfowl hunting, but close a small portion of Steamboat Slough to hunting.  Public comments can be submitted until Monday, March 29 and emailed to [email protected].  The plan can be viewed at http://www.fws.gov/willapa.  For further information please call 360-484-3482.  The Service needs to receive support for opening the refuge to hunting.  Anti-hunters can be counted on to pressure the Service against it. 

PENNSYLVANIA:  Borough of Hatboro Schedules Vote on Anti-Gun Resolution!  On Monday, March 22, the Borough Council of Hatboro will vote on a resolution that would recommend the State Legislature pass legislation requiring gun-owners to report lost or stolen firearms or face possible fines and imprisonment.  Passage of such legislation would potentially turn law-abiding gun owners -- who have already been victimized by theft -- into criminals.  Please continue to contact the members of the Borough Council of Hatboro at (215) 443-9100 and respectfully voice your opposition to this resolution.  E-mail addresses for the council members can be found here.

TENNESSEE:  Restaurant Carry Reform Measure Takes a Step Forward  On Wednesday, March 10, the House Judiciary Criminal Practice Sub-Committee passed House Bill 3125.  This legislation will now be heard by the House Judiciary Committee.  HB3125, with an NRA-backed amendment, would enable a person who has a valid Right-to-Carry permit to carry a firearm into restaurants where alcohol may be served, as long as the permit holder is not consuming alcohol or is not otherwise prohibited by posting provisions.  HB3125 was filed in response to Chancellor Claudia Bonnyman's ruling against the law in the Chancery Court for Davidson County last November.  The current law was ruled as being unconstitutionally vague because of a perceived ambiguity over the state's definition of restaurants.  This bill, with the NRA-backed amendment, will fix any ambiguity.  NRA-ILA would like to thank the members of the House Judiciary Criminal Practice Sub-Committee for their hard work on HB3125.  Please contact members of the House Judiciary Committee TODAY and respectfully urge them to support HB3125.  Contact information for the committee can be found here.

Right to Hunt and Fish Amendment to be Considered Next Week 
Senate Joint Resolution 30 received its second reading on the Tennessee State House Floor on Thursday, March 11.  SJR30 will receive a final reading and be voted on by the House on Thursday, March 18.  This will be one of the final steps in the legislative process to get the Right to Hunt and Fish Amendment on the ballot this November.  SJR30 would propose an amendment to the Tennessee Constitution recognizing citizens' right to hunt and fish.  It provides truly meaningful protections against the anti-hunting activists who seek to ban all hunting in America.  The ultimate adoption of this constitutional amendment would preserve Tennessee's rich hunting and fishing traditions for generations to come.  No action is needed at this time.  Please continue checking your email and www.NRAILA.org for updates.

TEXAS:  Management Plan Includes Hunting on the Aransas National Wildlife Refuge  The Fish and Wildlife Service has released a plan to guide management actions for the next 15 years on the Aransas National Wildlife Refuge, a 10,000 acre refuge spread across Aransas, Calhoun, and Refugio Counties.  The plan proposes two management alternatives to the current management plan (Alternative A).  Although Alternative B is the Service's choice, Alternative C calls for significantly expanding all priority public uses, including hunting.  Public comments can be submitted until Tuesday, April 13 and emailed to [email protected].  The plan can be viewed at http://www.fws.gov/southwest/refuges/Plan/index.html.  For further information please call 361-286-3559.  It is important that the Service receives support for providing and enhancing hunting opportunities on the refuge.  Anti-hunters can be counted on to pressure the Service against it.

VIRGINIA:   Numerous Pro-Gun Bills Heading to the Governor's Desk  On Monday, March 1, the Virginia State Senate voted to approve four NRA-supported bills: House Bill 8, House Bill 637, House Bill 871 and House Bill 1256. Virginia Department of Forestry Accepting Public Comment on Concealed Carry in State Forests!  The Virginia Department of Forestry is currently accepting public comment on the proposed amendment to Virginia State Forest Regulation 4VAC10-30-170, which would allow concealed carry permit holders the ability to carry a concealed handgun for self-defense in Virginia's state forests.  Public comments will be accepted by the Virginia Department of Forestry until Friday, April 16.  Please click here to submit comments respectfully urging the Virginia Department of Forestry to amend the Administrative Code and to support the Second Amendment rights of law-abiding Virginians.  Also, please attend a public hearing scheduled for Thursday, March 4 at 1:00 p.m. to show your support for this proposed amendment.  The hearing will be held at the Buckingham Agriculture Center Auditorium located at 13360 West James Anderson Highway, in Buckingham.  

WEST VIRGINIA:  Sales Tax Holiday Bill Passes House of Delegates  On Friday, February 26, House Bill 4521, "The Second Amendment Appreciation Act" was passed by an overwhelming bi-partisan majority by the House of Delegates.  This bill would allow for an annual sales tax exemption on all firearm purchases during the first weekend in October.  HB 4521 is still awaiting action in the Senate Finance Committee.  Please call your Delegate and thank him or her for their support of HB 4521.  Stay tuned for more alerts as this bill makes its way through the Senate.  To contact your legislator, click here.

WISCONSIN:  "Castle Doctrine" Remains Stagnant in the Badger State!  With the end of last week's floor session, the Assembly Democratic Leadership missed yet another opportunity to schedule the "Castle Doctrine" bill, Assembly Bill 193, for a floor vote. A similar bill passed the Assembly unanimously on a voice vote in 2007, so there is a history of support in the Assembly. Wisconsin citizens' right to self-defense should not be ignored for political reasons.  AB 193 would help strengthen Wisconsinites' basic right of self-defense that all Americans enjoy.  Under this bill, if a person used defensive force that was intended or likely to cause death or great bodily harm, the court must presume that the person reasonably believed the force was necessary. While the Wisconsin State Constitution already recognizes self-defense as a guaranteed right, this bill would further clarify it.  Please contact your State Representative today and respectfully urge him or her to schedule AB 193 for a vote.  Contact information for your legislators can be found here.

WYOMING:  Concealed Carry Reform Becomes Law!  On Thursday, March 4, Governor Dave Freudenthal (D) signed Senate File 26 into law.  The bill is effective immediately.  SF 26 will reform Wyoming's concealed weapons permit laws regarding eligibility, reciprocity, and issuance of permits.
