On Tuesday April 28, the Senate Judiciary Committee, will be hearing Senate Bills 853 & 854 creating a burdensome and costly state licensing and training system for firearm dealers in addition to restricting consumer access to firearms and ammunition. The sale of firearms is already one of the most highly regulated industries in the country. If this legislation passes it would create additional regulations and bureaucratic hurdles for licensed gun dealers in the state. In addition to federal licensing, dealers would also need to apply for and receive a state issued license. The state license would include ongoing mandates for strict yearly training, unfettered state access to store records, preserving six years of video surveillance available to law enforcement upon demand, increased liability insurance, upgraded storage, and changes to many store layouts. The legislation would also affect consumers, as stores would be required to keep all ammunition and firearms locked and inaccessible to shoppers unless under the strict supervision of a trained employee leading to longer wait times and/or the need for more staff. The shear cost to comply with these mandates would create a severe financial burden for dealers that may be too much for some, forcing them out of business.
