Last week, the New Hampshire House Committee on Fish and Game and Marine Resources issued its final report, green lighting CACR 15 recommending an "Ought to Pass" when considered on the House floor. If passed in both chambers, the proposed amendment would be added to the ballot this fall, allowing Granite State voters and sportsmen to join the 24 other states in the US that adopted such amendments. CACR 15 would create a constitutional right to hunt and fish and establish hunting and fishing by traditional methods as the primary means of maintaining healthy wildlife populations, subject to existing laws enacted by the New Hampshire General Court. This proposed amendment preserves the state's ability to ensure that the taking of game is done through currently recognized appropriate methods, consistent with wildlife management goals, and does not alter private property rights. But by strengthening the right to hunt and fish, a constitutional amendment offers substantial protection for sportsmen from legal or legislative attacks.
