SB 2720 would create a “no-fault” Firearm Injury Restitution Fund, financed by licensed firearm manufacturers as a condition of participation in the state’s market. This approach is dangerous and misguided, as it places financial liability on manufacturers for actions outside their control.
SB 2503 appropriates funds for the state’s gun buyback program, including at least two gun buyback events in each county. While these programs are often touted as “safety measures,” current data provides insufficient evidence of their effectiveness. These programs also typically offer only a fraction of a firearm’s actual value, further highlighting the term “buyback” as a misnomer—the government cannot repurchase property it never owned.
SB2517 would negatively affect Hawaii's already unconstitutional red flag laws, raising serious due process concerns by imposing automatic felony penalties without full evidentiary hearings for "Gun Violence Protection Orders."
