On Wednesday, January 14, the Maine Joint Committee on the Judiciary will hold a working session on a bill that would impose a substantial regulatory burden on firearms dealers across the state, including imposing substantial fines for noncompliance. Please contact members of the Joint Committee on the Judiciary and respectfully urge them to OPPOSE L.D. 1821.
L.D. 1821 purportedly ensures "responsible business practices" by licensed firearms dealers, but does little more than impose costly burdens on already highly regulated businesses. The ATF monitors and inspects FFLs across the US, and while law enforcement agencies can already submit TRACE requests in investigating a crime involving a specific firearm, L.D. 1821 would open the door to baseless inspections of FFL transaction records, raising serious concerns around privacy and due process.
In addition, the measure imposes on-going training requirements for FFL employees with the extent of the training mandated by this bill left to unelected bureaucrats, who are free to add to the complexity of that training at will.
Along with creating a complex and redundant regulatory scheme, the bill would impose fines for technical violations, risking the livelihood of mom-and-pop small businesses across the state.
