Congress Passes Appropriations Package that Includes Protections for Veterans’ Second Amendment Rights

On November 10th,2025, the U.S. Senate passed a legislative proposal to reopen the federal government. Included in this package was the Military Construction, Veterans Affairs, and Related Agencies bill. This legislation maintained a provision that prohibits the Department of Veterans Affairs from stripping the constitutional right of veterans to possess a firearm without due process simply because they have been appointed a fiduciary to manage their benefits.

Additionally, the Chairmen of the House and Senate Committees on Veterans’ Affairs, Chairmen Mike Bost (R-IL-12) and Jerry Moran (R-KS) in addition to Senator John Kennedy (R-LA) have been working on legislation which would codify this important protection.

NRA-ILA has been working closely with lawmakers to ensure that our longstanding pro-gun policy provisions remain in place. This legislation now makes its way to the U.S. House of Representatives where we will continue to work with policymakers to protect the rights of veterans and law-abiding gun owners. NRA-ILA will continue to update you as this and other appropriations bills make their way through Congress.

Update 11/12/2025:

The U.S. House of Representatives joined the U.S. Senate in passing the Military Construction, Veterans Affairs, and Related Agencies bill as part of a legislative package to reopen the federal government. The U.S. House retained a safeguard provision for veterans' second amendment rights, prohibiting revocation without due process for those who are appointed a fiduciary. This legislation now makes its way to the President’s Desk to be signed into law.  NRA-ILA will continue to update you as this and other appropriations bills make their way through Congress.
