Over the past week, the Texas House Committee on Homeland Security, Public Safety & Veterans' Affairs advanced two key NRA-supported bills—Senate Bill 706, recognizing all out-of-state carry licenses, and Senate Bill 1596, removing short-barreled rifles and shotguns from Texas' prohibited weapons list. SB 706 provides universal recognition of out-of-state carry licenses, bringing Texas’ LTC law into line with the permit-less carry law which applies equally to non-residents.
SB 1596 removes short-barreled rifles and short-barreled shotguns from the list of prohibited weapons in Texas. These items would still be regulated under the National Firearms Act at the federal level.
In addition, Texas Senate Bill 1065 which prevents “gun-free zones” from being created on public property is awaiting a vote in the Senate. This bill was filed in response to the Texas State Fair’s misguided decision to ban law-abiding License to Carry holders from the event last year. SB 1065 prohibits lessees of publicly owned property from creating gun-free zones. SB 1065 secures this protection by requiring the government entity controlling the property to include in all contracts a provision that expressly prohibits restrictions that would prevent an individual who is licensed to carry a concealed firearm from doing so.
