Anti-gun legislators utilized procedural tactics to circumvent established deadlines and the committee hearing process by inserting the language of House Bill 893, a defeated semi-automatic firearm ban, into Senate Bill 401. After HB 893 failed to advance by the required deadlines, its provisions were incorporated into SB 401, thereby bypassing critical Senate hearings and limiting public review.
