Minnesota: Second Constitutional/Permitless Carry Bill Introduced

Recently, state Senator Paul Utke (R-2) introduced Senate File 650 as a companion bill to state Representative Jim Nash’s (R-47A) constitutional/permitless carry bill, House File 188.  Your NRA-ILA fully supports these two outstanding bills and looks forward to working with the Minnesota Legislature to advance the Second Amendment rights of law-abiding gun owners across the North Star State.

Please contact your state Senator and Representative and urge them to support Constitutional Carry in Minnesota.  Also, please thank both state Representative Jim Nash and state Senator Paul Utke for the leadership they have shown on Second Amendment issues.  


Both SF 650 and HF 188 would eliminate the requirement to obtain a permit in order to lawfully carry.  These bills recognize a law-abiding adult’s unconditional Right to Keep and Bear Arms for self-defense in the manner he or she chooses.  Self-defense situations are difficult, if not impossible, to anticipate.  Accordingly, a law-abiding adult’s right to defend himself or herself in such situations should not be conditioned by government-mandated time delays and taxes. 

SF 650 and HF 188 do not eliminate Minnesota’s current carry permitting system.  An optional carry permit will still be available for Minnesotans who choose to obtain one.
