Illinois: Concealed Carry Bill with Statewide Preemption Passes House

Today, Senate Bill 2193 passed the Illinois House of Representatives with House Amendments 1 and 2 in a vote of 85-30.  This legislation was introduced to comply with a ruling of the United States Court of Appeals for the Seventh Circuit ruling on December 11, 2012 that invalidated Illinois’ total ban on carrying firearms for self-defense.  This concealed carry bill includes comprehensive firearms and ammunition preemption in the state of Illinois to avoid a patchwork of confusing laws.  The preemption language in this bill is retroactive, striking down existing local regulations and reserving the regulation of firearms and ammunition solely to the state legislature.

The legislation now returns to the Illinois Senate for a concurrence vote on the House Amendments.  The Senate is expected to meet sometime next week for that vote.  Your NRA-ILA will continue to update you on developments in the Illinois General Assembly.
