Kansas voters will be asked the change the state constitution on Election Day to clarify what the "right to bear arms" means. "Basically what we're doing is we're putting in our constitution the fact that the right to own a firearm is an individual right not just a group right," said Sen. Dick Kelsey who co sponsored the bill.
