House Bill 820 would have required Marylanders to obtain and apply for a
”Handgun Permit to Purchase” before acquiring a handgun, for a fee not specified by the bill. Second, such a permit would only have been granted upon “satisfactory completion" of an unspecified firearms safety training course approved by the State Police.
The companion bill of HB 820, Senate Bill 645, sponsored by Senator Brian Frosh (D-16), has not been voted upon yet by the Senate Judicial Proceedings Committee, but the defeat of HB 820 is a major defeat in the permit to purchase process.
