Mayor Sheila Dixon has signed legislation in violation of the state’s preemption statutes that would force law-abiding gun owners to report the loss or theft of their firearm to the Baltimore City Police within 48 hours. Any person who violates this ordinance will be subject to a $500 fine.
This ordinance violates the spirit and letter of the Maryland’s preemption law, which dictates that the state has sole authority over the regulation of firearms.
This past session, both the Maryland House Judiciary Committee and Senate Judicial Proceedings Committee defeated similar legislation (House Bill 880 and Senate Bill 585) put forward by the Baltimore delegation.
This is an attempt by the Baltimore City Council and Mayor’s office to usurp the legislative powers of the Maryland General Assembly. It also fails to address the true source of crime in Baltimore, the criminals, and victimizes lawful gun owners for the actions of criminals.
