HB2811 would prevent the State of Kansas from confiscating, registering, or regulating the lawful sale, possession, transfer, transport or carry of firearms during a state of emergency, such as occurred in the wake of Hurricane Katrina. This bill would protect Kansans’ right to self-defense, even during a declared state of emergency.
