The Missouri Supreme Court declared carry legislation constitutional in Missouri in early 2004. Since then, there have been 1,368 applicants in Clay County. With nearly 207,000 residents in the county, there is about one carry permit holder for every 150 people. When first introduced, the legislation raised debate, but as the law was put into place, the controversy died down. At the onset, Clay County Sheriff Paul Vescovo was apprehensive, but he said carry hadn`t raised any difficulties.
