On March 3, Senator Russ Feingold (D-Wisc.) voted against the reauthorization of the Clinton gun ban. "Although I voted for the ban on certain kinds of semiautomatic weapons in 1994, I have come to believe that it is a largely arbitrary and symbolic measure," he stated in a speech on the Senate floor. "Citizens see it as a first step towards confiscating their firearms."
