Idaho Gov. Dirk Kempthorne applauds President Bush`s refusal to adopt a Clinton proposal to introduce grizzly bears into his state under the Endangered Species Act. Clinton`s plan had been vigorously opposed by two Idaho governors, the state`s entire congressional delegation, the state`s legislature and the Idaho Fish & Game Commission.
