H.J.R. 2 is a proposed constitutional amendment that protects the citizens’ hunting heritage from attacks initiated by well-funded, anti-hunting activists who have assailed sportsmen throughout the country in recent years. In addition, it specifies that wildlife management decisions will be based in sound science, not the emotion inspired by animal "rights" extremists. Just look to the words of Wayne Pacelle, President of the most powerful animal “rights” interest group in the country, the Humane Society of the United States:

All Idahoans need to be concerned and vote YES on H.J.R. 2 because this constitutional protection is essential to protect wildlife and promote conservation; efforts that sportsmen have spearheaded for generations. Don’t let animal “rights” radicals invade Idaho and destroy the state’s diverse and flourishing wildlife populations!

THE FUTURE OF OUR HUNTING HERITAGE DEPENDS ON YOUR VOTE!

Your vote will help to create permanent protections for sportsmen and conservation in Idaho. The measure would add Section 23 to Article I of the Idaho Constitution specifying:

THE RIGHTS TO HUNT, FISH AND TRAP. The rights to hunt, fish and trap, including by the use of traditional methods, are a valued part of the heritage of the State of Idaho and shall forever be preserved for the people and managed through the laws, rules and proclamations that preserve the future of hunting, fishing and trapping. Public hunting, fishing and trapping of wildlife shall be a preferred means of managing wildlife. The rights set forth herein do not create a right to trespass on private property, shall not affect rights to divert, appropriate and use water, or establish any minimum amount of water in any water body, shall not lead to a diminution of other private rights, and shall not prevent the suspension or revocation, pursuant to statute enacted by the Legislature, of an individual’s hunting, fishing or trapping license.

On the ballot, you will be asked the following question:
