Today, the first anniversary of the majority-rule adoption by the U.N. General Assembly of the United Nations’ Arms Trade Treaty (ATT), U.S. Senator Jerry Moran (R-Kan.) again expressed frustration with the administration’s decision to sign U.N. ATT, their failure to respond to the bipartisan letter he led last fall, and their new efforts to implement the treaty without first obtaining the advice and consent of the Senate.
