This morning, Monday, March 24, the Kansas House of Representatives unanimously (116-0) passed House Bill 2811. HB2811 would protect our Right to Keep and Bear Arms and prevent gun confiscations during a declared state of emergency such as occurred in New Orleans after Hurricane Katrina, as well as in the wake of the tornado that ravaged Greensburg. Also being considered by the Kansas House is Senate Bill 46, legislation introduced by State Senator Phil Journey (R-26). This bill was amended and passed by the State House Committee on Federal and State Affairs to include language that would allow Kansas firearm retailers, manufacturers, importers, and citizens qualified under the National Firearms Act to sell, manufacture, import, and possess Class III firearms. Federal law already allows this for all 50 states, but current Kansas statutes prevent law-abiding citizens from possessing these firearms. In its original form, SB46 sought to make it a felony to deface the serial number or identifying mark of a firearm.
