This week Senate Bill 2020 (Nishihara, 18), Senate Bill 2076 (Taniguchi, 10), and House Bill 2392 (Waters, 51) were all defeated in committee. These measures would mandate that each round of ammunition sold or possessed in Hawaii be marked with a unique serial number and registered to the purchaser at the time of sale. Records would include the date of transaction, the purchaser’s name, date of birth, drivers license number, and the serial number of the ammunition. The possession or sale of non-coded/serialized ammunition would be prohibited. These back-door registration bills were defeated because of the many calls and emails made by NRA members and pro-gun supporters.
