"Sportsmen are worse than unwelcome" in D.C. writes Duncan Spencer, "they are liable to arrest and imprisonment, no questions asked. Merely owning a gun here is a crime, no matter how deep the closet. There are cases, for instance, when firemen responding to fires have found unloaded rifles or shotguns in private homes. The owners have been threatened with prosecution."
