Gov. James E. McGreevey signed legislation yesterday requiring that handguns sold in New Jersey be equipped with technology that prevents all but their owners from firing them. But opponents contend it is ill-advised to require a technology that doesn`t exist. "No technology is foolproof," said Nancy Ross, spokeswoman for the Association of New Jersey Rifle and Pistol Clubs. "Anyone who has a computer knows how many times it crashes."
