If Oakland`s anti-gun State Sen. Don Perata has his way, every round of ammunition sold in California will be hit with a 5-cent tax. "The social value of firearms is at least five times greater than any social cost,`` said attorney Chuck Michel, a spokesman for the California R&P Ass`n. "So if Senator Perata wants to put the cost of a gangbanger shooting a liquor store clerk on the backs of Boy Scouts qualifying for a shooting merit badge, then by that logic, gun owners should get a 25-cent tax credit.``
