California: Update on Anti-Gun Legislation Heard this Week

There are several anti-gun bills now on final reading in both the state Senate and Assembly.  It is imperative that you, your family, friends, fellow gun owners, sportsmen and Second Amendment supporters contact your state legislators IMMEDIATELY urging them to OPPOSE the anti-gun bills listed below.  Contact information for your state legislators can be found here.

Assembly Bill 180 (Bonta) repeals state firearms preemption in Oakland by allowing that city to enact ordinances that are more restrictive than state laws concerning the registration or licensing of firearms.  Contact your state Senator TODAY and urge him or her to oppose AB 180.

Assembly Bill 231 (Ting) expands the law relating to the storage of firearms.  This bill does nothing to reduce California's violent crime problem and only turns law-abiding gun owners into criminals whether or not anything harmful actually happens, and regardless of whether there was any misconduct on the part of the gun owner.  Ultimately, AB 231 is a misguided proposal that imposes unprecedented liability on those who choose to exercise their fundamental right to keep and bear arms.  Contact your state Senator TODAY and urge him or her to oppose AB 231.

Assembly Bill 711 (Rendon) would make California the first state in the nation to prohibit the use of all lead ammunition for hunting.  Extensive research has shown that traditional lead ammunition does NOT pose a health hazard for hunters and despite 99% hunter compliance, the AB 821 lead ammunition ban has failed to reduce lead poisoning in condors.  Contact your state Senator TODAY and urge him or her to oppose AB 711.

Senate Bill 475 (Leno) allows San Francisco officials to effectively BAN gun shows and the sale of firearms in the Cow Palace at the Fairgrounds.  Contact your state Assemblyman TODAY and urge him or her to oppose SB 475.

On Wednesday, the state Assembly Appropriations Committee heard four anti-gun bills.  These bills were all sent to the Assembly Appropriations Committee suspense file to be heard later this month.  Generally, bills sent to this file have a fiscal impact in any single fiscal year of $150,000 or more.  These bills will be “held” and not heard again until the last two days of the committee deadline.  It is critical that you call AND e-mail all members of the state Assembly Appropriations Committee urging them to OPPOSE the legislation below.

All of this legislation has already passed in its legislative chamber of origin, so time is quickly running out to stop these onerous and misguided anti-gun bills.  Please forward this alert to your family, friends, fellow sportsmen, gun owners and Second Amendment supporters, because it will take everyone in California calling AND e-mailing state legislators to stop this egregious attack on law-abiding citizens.  Contact information for this committee is provided below.

Senate Bill 374 (Steinberg) bans the sale of all semiautomatic centerfire rifles with a detachable magazine, even with bullet buttons attached and redefines these firearms as “assault weapons.”  This legislation would ban most common hunting rifles including the Marlin Camp Carbines (.45acp and 9mm), Remington M81 “Woodmaster,  Winchester M1905, BAR MK II, BAR Short Trac, Ruger Mini 14, Ruger Ranch Rifle, M1 Carbine, just to name a few of the rifles that are affected by this gun ban.  SB 374 would also require registration of currently owned detachable magazine rifles.

Senate Bill 396 (Hancock) bans the possession of all standard capacity magazines over ten rounds and would require confiscation of these magazines that are currently lawfully possessed.

Senate Bill 567 (Jackson) redefines shotguns to include any firearm that may be fired through a rifled bore or smooth bore, regardless of whether it is designed to be fired from the shoulder.  SB 567 also bans the sale of shotguns that have a revolving cylinder and requires registration of these currently owned shotguns.

Senate Bill 683 (Block) expands California’s handgun safety certificate requirement to apply to all firearms, and would prohibit anyone from purchasing or transferring any firearm without a firearm safety certificate.

Also, the state Assembly Public Safety Committee passed Senate Bill 755 (Wolk).  This misguided anti-gun legislation now moves to the state Assembly Appropriations Committee.  SB 755 expands the list of persons prohibited from owning a firearm, including persons who have operated cars and boats while they are impaired, commonly referred to as DUI.
