Today, the House of Delegates approved House Bill 2431 by an overwhelming 97-1 vote. HB 2431 would amend the application process for a Concealed Pistol/Revolver Permit, making West Virginia permit holders eligible for exemption from the National Instant Criminal Background Check System (NICS). Such carry permit holders have already cleared a background check. HB 2431 would further conform state law to federal law and lead to greater reciprocity for permit holders throughout the United States.
A pro-gun amendment to HB 2431, offered by Delegate Jeff Eldrige (D-22), was adopted on the House floor by a voice vote. This amendment seeks to exempt individuals of the United States Military, Reserve or National Guard from the training requirement to obtain a Concealed Pistol/Revolver Permit if they can present evidence of handgun training.
HB 2431 will now go to the state Senate where it will be assigned to an appropriate committee.
Also today, the Senate Government Organization Committee favorably reported critical self-defense legislation, House Bill 2471. HB 2471, sponsored by House Speaker Rick Thompson (D-19), seeks to prohibit the restriction of the lawful possession, use, carrying, transfer, transportation, storage or display of a firearm or ammunition during any declared state of emergency. The House of Delegates passed HB 2471 unanimously on February 22.
HB 2471 will now be sent to the Senate Judiciary Committee for further consideration. Please contact members of this committee and urge them to support House Bill 2471.
