Oregon: Bills Aimed at Seizing Rights of Law-Abiding Citizens to be Heard Tomorrow

Tomorrow, April 5 at 8:30 a.m., several anti-gun bills will be heard by the Oregon Senate Judiciary Committee in Hearing Room 50 at the state Capitol.  These bills attempt to provide a “solution” to a non-existent problem and instead create a new class of criminals amongst otherwise law-abiding citizens.

All four bills have amendments and this committee will only take testimony on the bills as amended.  Oral testimony will be limited to no more than three minutes a person.  If you are not able to attend and speak, you may submit written testimony by Monday, April 8.  For more information, please click here.

Senate Bill 347 – (Amendments 3 and 4) Makes it a Class C Felony for a concealed handgun license (CHL) holder to carry a firearm onto school grounds unless the school district or other entity controlling the school grounds has an adopted written policy authorizing an exemption for CHL holders.  The school district may also adopt a written policy requiring all firearms be locked in a metal safe or vault provided by the school or other entity.

Senate Bill 699 – (Amendments 1 and 3) Bans firearms in the state Capitol unless the person is either 1) a CHL holder and the firearm is “completely concealed” or 2) the person is an active or retired sheriff, police officer, other duly appointed peace officer or a correction officer who is not otherwise prohibited.

Senate Bill 700 – (Amendment 14) Criminalizes private transfers of firearms with others, excluding only immediate family or the transfer to a personal representative or trustee as the result of the owner’s death.  Such background checks would either have to be conducted directly through the Department of State Police or through a licensed gun dealer, who may charge an unspecified fee.  The Department of State Police can maintain these records for a period of up to five years.

Senate Bill 796 – (Amendments 1 and 3) Requires that an individual applying for a CHL must first “pass” a comprehensive firing range test.
