North Dakota: Pro-Gun Bills Signed By Governor

Three NRA-backed bills were recently signed into law by Governor Jack Dalrymple (R).

House Bill 1282, sponsored by state Representative Joe Heilman (R-45), was signed into law on March 27.  HB 1282 codifies in state statute the practice of using lawfully possessed suppressors (also referred to as silencers) on firearms while hunting.  HB 1282 passed in the state House by a 90-2 vote on January 31 and passed in the state Senate by a 29-17 vote on March 18.

House Bill 1283, important self-defense legislation, was signed into law on April 8.  HB 1283, sponsored by state Representative Kim Koppelman (R-13), as amended, would allow concealed weapons permit (CWP) holders to carry their lawfully possessed firearms in a church building or other place of worship with permission from the primary religious leader.  This legislation passed in the state Senate by a 28-17 vote on March 28 and in the state House by 82-11 vote on February 25.

House Bill 1467, important “Emergency Powers” protection legislation that would prohibit the state or any government agency, during a declared state of emergency, from prohibiting or restricting the otherwise lawful possession, use, carrying, transfer, transportation, storage or display of a firearm or ammunition; seizure or confiscation of a lawfully possessed firearm; or requiring registration of a firearm or ammunition for which registration is not otherwise required by law, was signed into law on April 12.  Introduced by state Representative Karen Karls (R-35), HB 1467 passed in the state House by a 76-17 vote on February 25 and in the state Senate by a 44-3 vote on April 1.
