What passed, what didn’t and what it means for California gun owners

The 2013 legislative session in Sacramento began with gun owners’ backs to the wall in the Golden State.  Exploiting the Sandy Hook tragedy to push its anti-gun agenda, the gun control lobby pulled out its dream list of anti-gun bills at the beginning of the year.  All totaled, over fifty gun-related bills were introduced.  And to make matters worse for California gun owners, the state legislature was stacked with more anti-gun politicians than ever.

But gun owners stuck together.  We fought back against this unprecedented attack on our Second Amendment rights.  Gun owners answered the NRA’s weekly calls to action by flooding the state legislature and the Governor’s office with e-mails, letters, and phone calls.  The NRA’s full-time California lobbyist and its support team of attorneys and experts worked diligently behind the scenes and at legislative hearings to do everything in their power to stop each of these bills. When the dust settled, much to the dismay of the anti-gun lobby, together gun owners had defeated the overwhelming majority of bills that were introduced.

Unfortunately, some anti-gun bills made it through and were ultimately enacted into law.  Of these bills, however, many were significantly limited by amendments that occurred during the legislative session in response to heavy opposition efforts. The NRA’s California-based law firm, Michel and Associates, has prepared a memorandum summarizing the bills that were defeated and those that were signed into law.  This memorandum provides answers to many of the questions gun owners have raised about the impact of these bills and ongoing efforts to oppose and/or challenge these proposals.
