2013 California Legislative Wrap-Up

What passed, what didn’t and what it means for California gun owners

The 2013 legislative session in Sacramento began with gun owners’ backs to the wall in the Golden State.  Exploiting the Sandy Hook tragedy to push its anti-gun agenda, the gun control lobby pulled out its dream list of anti-gun bills at the beginning of the year.  All totaled, over fifty gun-related bills were introduced.  And to make matters worse for California gun owners, the state legislature was stacked with more anti-gun politicians than ever.

But gun owners stuck together.  We fought back against this unprecedented attack on our Second Amendment rights.  Gun owners answered the NRA’s weekly calls to action by flooding the state legislature and the Governor’s office with e-mails, letters, and phone calls.  The NRA’s full-time California lobbyist and its support team of attorneys and experts worked diligently behind the scenes and at legislative hearings to do everything in their power to stop each of these bills. When the dust settled, much to the dismay of the anti-gun lobby, together gun owners had defeated the overwhelming majority of bills that were introduced.

Unfortunately, some anti-gun bills made it through and were ultimately enacted into law.  Of these bills, however, many were significantly limited by amendments that occurred during the legislative session in response to heavy opposition efforts. The NRA’s California-based law firm, Michel and Associates, has prepared a memorandum summarizing the bills that were defeated and those that were signed into law.  This memorandum provides answers to many of the questions gun owners have raised about the impact of these bills and ongoing efforts to oppose and/or challenge these proposals.

California gun owners are to be commended for their efforts this legislative session.  But remember, freedom isn’t free.  To contribute to the NRA’s ongoing efforts to fight back against current and proposed legislation, click here.  And remember that the NRA spends more fighting to protect and advance the Second Amendment in California than it brings in, so the amount of your contribution (plus more) will go to the fight here in California. The NRA recognizes that California is one of the most active Second Amendment "battleground states," so for decades NRA has devoted substantial resources to fighting for the right to keep and bear arms for Californians. The NRA has full-time legislative advocates in its Sacramento office fighting ill-conceived gun ban proposals. NRA coordinates a statewide campaign to fight ill-conceived local gun bans and regulations. And NRA has been litigating cases in California courts to promote the right to self-defense and the Second Amendment for many years. NRA’s California legal team continues to work pro-actively to strike down ill-conceived gun control laws and ordinances, and to protect the Second Amendment rights of California firearms owners.
