Two bills assaulting your Second Amendment rights have been filed in Springfield this week. Introduced today by state Representative Kelly Cassidy (D-14), House Bill 5167 seeks to impose a punitive tax on firearm ammunition purchases. House Bill 5831, sponsored by Representative William Davis (D-30), would force law-abiding handgun owners to comply with Chicago Mayor Rahm Emanuel’s (D) proposed statewide handgun registry scheme.
HB 5167 would impose a 2% surcharge on firearm ammunition purchases by law-abiding firearm owners in Illinois. This bill would create the High Crime Trauma Center Grant Fund and requires the 2% surcharge to be deposited into this Fund. Subject to appropriation, HB 5167 authorizes the Department of Public Health to make grants to trauma centers in high crime areas. As previously reported, Chicago Mayor Rahm Emanuel proposed a scheme for statewide handgun registry in Illinois. HB 5831 would, if enacted, make this blatant attack on firearm ownership a reality. This bill amends the Firearm Owners Identification Act to include registration of all handguns with a tax of $65 to be paid on each handgun for initial registration and a $25 tax for renewal every five years. This bill would prohibit any person in Illinois from carrying or possessing a handgun without a certificate of handgun registration, and make the transport or possession of a handgun without this registration a Class 2 felony. Additionally, HB 5631 penalizes law-abiding firearms owners further by making it a Class A misdemeanor for the failure to report to local law enforcement that a registered handgun is lost, stolen, missing, or destroyed. This bill has been assigned to the House Rules Committee, and could be scheduled for a hearing at any time.
