U.S. Sen. Jon Tester (D-Mont.) and Rep. Denny Rehberg (R-Mont.) are urgently seeking cosponsors for the "Veterans' Heritage Firearms Act" -- S. 798 in the Senate and H.R. 420 in the House.
The legislation would provide a limited amnesty period for veterans who served overseas before 1968. During the amnesty period, the veterans would be able to register war relic firearms that are subject to the National Firearms Act, without fear of prosecution. This amnesty would also extend to veterans' family members who may have inherited these firearms.
During World War II and other 20th century conflicts, many veterans lawfully acquired war relic firearms that are regulated under the NFA. If one of those firearms isn't currently registered in the National Firearms Registration and Transfer Record, the veteran or his heir may be convicted of illegal possession.
The bills would also facilitate the transfer of seized NFA firearms to museums, and allow for the transfer of machine guns to private museums. (Currently, unregistered machine guns can only be transferred to government agencies, including government museums.)
