Voter Registration and Eligibility
You must be a registered voter one month before the Election in the jurisdiction in which you reside.

QUALIFICATIONS

 To register to vote in the state of Missouri, one must meet the following qualifications:

  • Be 18 years of age by Election Day
  • Be a United States citizen
  • Be a Missouri resident
  • Not be confined under a sentence of imprisonment
  • Not be on probation or parole after the conviction of a felony
  • Not have been convicted of a felony or misdemeanor connected with voting or the right of suffrage

OBTAINING A VOTER REGISTRATION FORM

Missourians can register to vote:

  • In person at a local County Election Office.
  • In person at any Department of Motor Vehicles office, or state agency providing a service to the public (WIC, Social Services, etc.)
  • By mail through the post-card voter registration application. Request a post-card voter registration application online here.


MISSOURI ABSENTEE BALLOTS

Who Can Absentee Vote in Missouri?

Missourians who are not able to go to their polling place on Election Day may vote absentee six weeks prior to an election.

Absentee voters must provide one of the following reasons for voting absentee:

  • Absence on Election Day from the jurisdiction of the election authority in which such voter is registered to vote
  • Incapacity or confinement due to illness or physical disability, including a person who is primarily responsible for the physical care of a person who is incapacitated or confined due to illness or disability
  •  Religious belief or practice prevents the voter from early polling and going to Election Day.
  • Employment as an election authority, as a member of an election authority, or by an election authority at a location other than such voter's polling place
  • Incarceration, provided all qualifications for voting are retained

How Can I Acquire an Absentee Ballot?

Voters can request absentee ballots from their local election authority in person, or by fax. Faxed or mailed absentee ballot requests should be submitted to the appropriate local election authority (contact information)

Relatives within the first degree (parents and children) may complete an absentee ballot application in person on behalf of the voter who wishes to vote absentee.

Mail in or faxed absentee ballot requests must be received by the election authority no later than the 5 p.m. on the Wednesday prior to any election. Voters can vote by absentee in the office of the local election authority until 5 p.m. the night before the election.

Military/Overseas Voters

Military and overseas voters are welcome to use the regular registration and absentee mail process available to all voters away from their home jurisdiction on Election Day. There are also special provisions which we hope will make voting absentee an easy process for military and overseas voters.

Information and assistance for military and overseas voters may be obtained from many sources including APO and FPO facilities, U.S. Embassies and Consulates and a Voting Assistance Officer on military bases.
Missouri requires voters to be registered at least 30 days prior to an election in order to vote a full ballot (includes local and state issues). Without prior registration, military and overseas voters may vote only for federal candidates.

How do I Return the Absentee Ballot and What is the Deadline?

Completed ballots must be returned by mail or in person to the Election Board before 7 p.m. on Election Day. The ballot may be returned by a relative of the voter who is within the second degree of consanguinity or affinity
