Voter Registration and Eligibility
Must register to vote 20 days before the election or on Election Day at
the polls.

To register at the polling place on Election Day, one of the following is needed as proof of residence:

  • A current, valid Minnesota Driver's License, learner's permit or identification card (or receipt for any these ) containing your address in the precinct
  • A "Notice of Late Registration" mailed to you by your county auditor or City Clerk to a current address in the precinct.
  • Someone who is registered in the precinct where you live to vouch for your residence.
  • Valid registration at another address in the same precinct
  • A Minnesota driver's license, US passport, US military identification card or student identification card that includes your name and photo AND an original bill for water, sewer, gas, electric, phone, solid waste or cable television services that includes your name and current address in the precinct and has a due date within 30 days of election day.
  • If you are a student, you can also use one of the following documents.
  • Student photo I.D., registration or fee statement with your current address
  • Student photo I.D. if you are on a student housing list on file at the polling place
  • An I.D. card from a federally recognized tribal group that shows the voter's name, current address in the precinct, signature, and picture. 

QUALIFICATIONS

 To register to vote in the State of Minnesota, an individual must meet the following qualifications:

  • Be at least 18 years of age by Election Day
  • Be a US citizen
  • Be a Minnesota resident for at least 20 days before the Election Day
  • Are not under court-ordered guardianship where a court has revoked your voting rights.
  • Not be under guardianship of the person where you have not retained the right to vote
  • Not be ruled legally incompetent by a court of law
  • Maintain residence at the address given on the registration form.

Voter registration forms are available at county courthouses, city halls and other public buildings throughout the state, in many telephone books, in your state tax booklet (in even-numbered years) or by downloading a copy from this web site by clicking below.

Who Can Absentee Vote in Minnesota?

A registered voter can vote by absentee ballot if he is unable to vote in person on Election Day because he is: 

  • away from home
  • ill or disabled
  • an election judge serving in another precinct
  • unable to go to the polling place due to a religious holiday or observance.
  • eligible emergency declared by the governor or quarantine declared by the federal or state government

How Can I Acquire an Absentee Ballot?

With absentee voting, you can vote either in person before Election Day or by mail.

In person:
Apply and/or vote during normal office hours or from 10 am to 3 pm the Saturday afternoon or until 5 pm the Monday evening before the election. Absentee voting will be available up to 30 days prior to Election Day.

By mail:
To request a mail-in application and ballot, contact your local county clerk's office (contact information).To be counted, your ballot must be received by your polling place by 8 p.m. on Election Day.

If you are in the military or outside the US, vote based on where you last lived in Minnesota. You or your parent, spouse, brother, sister, or adult child can apply for you.

How do I Return the Absentee Ballot and What is the Deadline?

Ballots must be returned to the County Auditor or City Clerk no later than 3 p.m. on Election Day. If ballot is returned by someone other than the voter sealed in its envelope, it must arrive at the County Auditor office by 3 p.m. on Election Day. Persons delivering ballots may not do so for more than three voters.
