South Carolina: Your Urgent Action Needed to Ensure H. 3799 becomes a True Recognition Standard Bill

Anti-gun political posturing threatens the passage of H. 3799, so it is imperative that you contact your state Senator IMMEDIATELY and urge him or her to support NRA's efforts to amend and pass this critical pro-gun reform.  The Senate voted today to carry over the bill, yet again.  This means that the looming end of the session, currently scheduled for June 2, threatens to put an end to the prospect of bringing South Carolina in line with the majority of the country by establishing a true recognition standard for Right-to-Carry permits.


As previously reportedH. 3799's current form makes an improvement to existing law by statutorily adding Georgia to the list of states whose Right-to-Carry permits will be recognized in South Carolina.  This improvement, however, is based solely on the fact that Georgia borders South Carolina, and has nothing to do with establishing uniformity or consistency to South Carolina law.  NRA's goal is to have the bill amended to ensure South Carolina recognizes ALL valid permits, which would mean South Carolina would join the majority of other states when it comes to permit recognition.

While there has yet to be any real opposition raised to H. 3799, we are hearing that any attempt to amend it to establish a true recognition standard will be met with objections.  Why should Georgia be recognized but not other states?  One can only presume there is some sort of anti-gun reason; however, the Senate Rules Committee would be able to help.  If the Senate supports NRA's goal of amending H. 3799, changing it from the current Georgia-only reciprocity expansion to a true recognition standard, the bill may be subjected to procedural maneuvers that could doom the legislation.

Fortunately, the Senate Rules Committee could circumvent such a move by designating H. 3799 for Special Order.  While H. 3799 is currently uncontested, the Rules Committee's Special Order slot could become critical if H. 3799 is properly amended, then met with opposition and placed on the Contested Calendar.

Time continues to run out on the 2016 legislative session.  Please contact members of the Senate Rules Committee and urge them to designate H. 3799 for Special Order should it face opposition after it has been amended with language supported by NRA.  Also, please urge your state Senator to act quickly and support both the NRA-supported amendment to H. 3799, as well as final passage.  Please click the “Take Action” button above to contact your state Senator and the Senate Rules Committee in support of NRA's efforts to amend and pass H. 3799!​
