Oregon: UPDATE Anti-Gun Bills Moving Through Legislature, Your Action Needed

Today, the Oregon Senate Judiciary committee passed Senate Bill 913 as amended.  SB 913, the ivory regulation bill, was introduced with the intent of curbing poaching and helping to end the illegal ivory trade.  Unfortunately, SB 913 would not accomplish its purported objective.  The bill would, however, harm those who have no part in these activities; firearm owners, sportsmen, hunters, recreational shooters and gun collectors who have legally purchased firearms (knives, jewelry, antiques and other items) that have incorporated ivory features for decades.  Nevertheless, under SB 913, the sale, offering for sale, possession with intent to sell or importation for purchase or sale of any ivory, ivory product, rhino horn and rhino horn product would be prohibited.  Lawfully obtained items containing ivory or rhino horn, with very limited and narrow exceptions, would be rendered valueless as it would be an offense for you to sell it or for another person to buy it.  This bill will soon head to the Senate floor for a vote.  Please contact your state Senator and respectively urge him or her to vote no on SB 913.

The Senate Judiciary Committee has scheduled work sessions for Monday, April 20, for two anti-gun bills, Senate Bill 945 and Senate Bill 525.  Please contact members of the Senate Judiciary Committee TODAY and politely urge them to OPPOSE SB 945 and SB 525.  Committee contact information is provided below.

SB 945, introduced by state Senator Elizabeth Steiner Hayward (D-17), creates the crime of endangering a minor by allowing access to a firearm.  This bill would essentially take away one's inherent right to self-defense by requiring a person to lock-up or render their firearms inoperable.  Failure to do so could result in stiff penalties, including a five year prohibition on firearm possession.

SB 525, introduced by state Senator Laurie Monnes Anderson (D-25), would expand the list of those prohibited from owning firearms.  NRA does not support any expansion of the prohibited persons categories as defined by federal law. 

Yesterday, the House Judiciary Committee passed House Bill 3093 as amended.  Sponsored by state Representative Cliff Bentz (R-60), HB 3093 improves Oregon’s firearm laws to allow for the recognition of out of state permits.  To qualify, a state must recognize Oregon concealed handgun permits and meet the specified training requirement.  HB 3093 will also require the Oregon Department of Justice to maintain a list of those states that qualify.  This bill will now head to the house floor where it will await a vote.  Please contact your state Representative and politely urge him or her to SUPPORT HB 3093.

On April 14th, Senate Bill 941, which seeks to expand background checks to private transfers, passed the Oregon Senate with a 17 to 13 vote and has been sent to the House for further consideration.  This bill has been referred to the House Rules Committee and is expected to be scheduled for a hearing very soon. Please contact your state Representative TODAY and strongly urge him or her to OPPOSE Senate Bill 941.
