The Missouri State Highway Patrol advised that no one entity handles LEOSA matters in Missouri. The Highway Patrol qualifies their retired/separated members. There is no location where retirees from other departments can go to qualify if their former department will not conduct the qualification for them. In Missouri it is up to each agency/department to qualify their retired/separated officers.
